Breaking news! During a meeting in Moscow, the EBU Reference Group of the Eurovision Song Contest decided to introduce a voting model of a mix between televoting and jury votes in the 2009 Final. No change will be made in the voting during the Semi-Finals of the Eurovision Song Contest. The outcome was the result of lengthy considerations and detailed discussion on a wide variety of models. Details on the balance between jury and televoting outcome are still to be determined in the months to come.

Ruurd Bierman, Chairman of the Reference Group, explained the decision: "We strongly believe in televoting as a way of measuring the opinion of our millions of viewers across Europe. After the public debate about neighbor- and diaspora voting, we decided to give the national juries a say in the outcome of the 2009 Eurovision Song Contest."

A survey amongst delegation heads from represented countries revealed that a majority is in favor of such mixed model. Earlier today, they were informed about the outcome of the Reference Group meeting in Moscow.

A mixed voting system also has great support amongst the fans of the Eurovision Song Contest.

"Nothing is more democratic than the vote of the public. But a jury takes the opportunity to listen to the songs several times, before they make up their minds. In Belgrade, we saw a difference in judgment of the public and the back-up juries, and we believe a combination will make the show more interesting," said Svante Stockselius, Executive Supervisor of the Eurovision Song Contest on behalf of the EBU.

In its next meeting, later this year, the Reference Group will decide upon the exact way the jury has to be composed, and to discuss rules to assure a fair jury vote.

The Semi-Finals will not see any changes in the voting procedure. As at the 2008 contest, televoters will again decide upon the nine songs that qualify in each of the two Semi-Finals, while the highest ranked entry of the back-up juries that didn't qualify yet through televoting will also qualify.

The Semi-Finals of the 2009 Eurovision Song Contest will take place in Moscow, Russia, on 12 and 14 May, the Final on Saturday, 16 May, next year.


As they have nothing finalised yet I'm hoping what they do is sort of a 50/50 measure. basically the Jury gets their votes from 1 to 12, and then the public does as well. they add up the totals and then divide by 2, then the top ones would be the countries actual vote 1,2,3,4 etc. Any ties would be resolved by the public vote.

Comments on the main Eurovision Song Contest fan websites are mostly positive approving the decision to change the voting system of the contest next year.

On one of the largest fan sites a poll was conducted where 86,9% of the voters agreed that it was a good decision. Only 9,5% disapproved and 3,6% were not sure.

According to the comments, fans believe the outcome of the 2009 Eurovision Song Contest will be more objective, more about the songs and less about the visual side.

If Ireland and the UK stopped moaning and sent a proper song maybe they would have done better over the last few years. People constantly take the piss out of Eurovision and then get angry when we do badly. HELLO! We sent a Turkey. It doesnt excatly look good when you sing next to Dima and Ani Lorak.

Whatever about Ireland / English songs, I'm still delighted overall as it will hopefully help curb the political voting

Whats the guarantee we'll STILL send a shit song and the Eastern block coutries will still do as well as ever because they take it seriously and have good entries with decent singers.

The Ukraine send Ruslana one of thier biggest stars with an outstanding song and performance and we send some scobie from Waterford...........or was it Mickey 'No' Harte or Donna and Woe. Spare me. I rest my case

well to be fair, Ireland (or the voters) have been sending acts to reflect what kind of acts were winning, all show and no talent, though I must admit the last couple of years have seen some great songs (Iceland, Norway, Ukraine etc.) Maybe with the comeback of jury voting, it might be taken more seriously, as we would have a decent chance again?

This can only be a good thing. Not just for our sake but other western countries who seem to suffer from the biased voting.

Biased (bloc & diaspora) voting most certainly takes place. But it's not the sole reason for the Eastern dominance in recent years. They simply send better acts, who are known widely throughout that region. No wonder they attract a lot of votes. That's not to say all Western countries send drivel. They don't! But a good Western song always seems to suffer against a good Eastern song.

I hope for a fairer and more balanced outcome due to this jury/televoting combination.

You mean no show and no talent, thats what we've sent. Ireland has sent total shit for the past few years, they in no way reflect what was winning (or competing), at all.

Bring back Johnny Logan!!!

In Sweden, a country with twice the population as Ireland holds a massive competition every year called Melodifestivalen (http://en.wikipedia.org/wiki/Melodifestivalen). The festival has produced four Eurovision winners and sixteen top-five placings for Sweden at the contest.
All variety of acts can participate in it from pop to rock. Its like a medium sized Eurovision, I personally love it :)

If we bothered to put some effort into our selection like the Swedish then maybe we might do better. Tbh I'm not that pushed about Ireland winning, I'll admit I'll be one of the first screaming if we do, but to do better than all those muppets (literally) that we keep sending in.

I'm of the belief that its the big wigs in RTE that are deliberately sending in crap, they nearly went bankrupt in the nineties from holding it 4 times. However the host countries station actually makes a couple of million after expensives these days.

I would agree with Cinaed I Liked Donna dn Joe as well !!!!!!!!!!!!!!

Anyways baxk to this jury thing.In principle I do think it is a good move but I think we will have to wait until we get more details and see what percentage or part will they play.If there part is too small it really wont make too much difference.Watch this space I suppose.!!!!!!

Now How do I get on that Irsih Jury ????????????????????[:-?]

To be honest I though she was a good enough singer he came across like a bit of a pleb alright!!!!!!!!!

Was thinking of doing this song some night with a red mullet for Madonna Lucia the half way through the somg I oull out my gun and shoot "Joe"[:-?]

Then continue on till the end ???

No takers on this I guess

After looking into how the Swedish choose their winners they do a points system that is 50/50 mixed between various juries and then televoting. Hopefully that'll catch on.

The jury and the televoting will each contribute 50-50 to the final score. Here is the e-mail I got this morning from Eurovision.tv This is fantastic news. There will still be block voting, lets face it but at least decent songs will do better this time around :)

Dear friend,

Earlier this year, it was announced that a new voting model will be used in the Final of the 2009 Eurovision Song Contest. Today, we can exclusively announce that jury and televoters will each have a 50% stake in the outcome of the Final. The proposal, made by the Reference Group of the Eurovision Song Contest, has already been approved by the European Broadcasting Union's TV Committee.
